Julio Cesar Valentin Jiminian was born on December 3, 1966, in Santiago, Dominican Republic. From a young age, he showed interest in literature, history, philosophy, and social sciences. In the 1980s, he excelled in theater and actively participated in cultural activities such as carnival. His peers recognized him more as a student leader than a typical student.

He graduated from the Faculty of Law at the Universidad Tecnologica de Santiago (UTESA) and holds a Master's degree in Political Science for Development from the Instituto Global de Altos Estudios en Ciencias Sociales and the University of Salamanca. Additionally, he has postgraduate degrees in International Relations and Diplomacy from the Universidad Autonoma de Santo Domingo (UASD) and the Pontificia Universidad Catolica Madre y Maestra. He also completed studies in International Arbitration at the University of Havana and the Complutense University of Madrid. Valentin serves as a professor of Parliamentary Law in postgraduate programs.

In his political career, Valentin served as a deputy for three consecutive terms (1998-2002, 2002-2006, and 2006-2010) and presided over the Chamber of Deputies of the Dominican Republic from 2006 to 2010. Subsequently, he was a senator for the province of Santiago for two terms (2010-2016 and 2016-2020). In August 2024, he was appointed Superintendent of Insurance.

Throughout his public career, Valentin has been an advocate for transparency, accountability, and the fight against corruption, central themes of his legislative initiatives. He is also the author of several works, including "Los movimientos sociales dominicanos en el siglo XXI," "Dimensiones liberales y progresistas de la Constitucion de 1963," and "Constitucion, reforma y democracia. De la imposicion autoritaria al pacto politico social." His most recent publication is "Elecciones separadas para que?".

In 2023, he founded the "Justicia Social" party, reflecting his ongoing commitment to political and social activism.
